I had applied for my study permit for the Fall intake from India which was refused with just one reason "Purpose of visit". When I looked at my SOP I realized that I did not elaborate on my future plans after completing my studies and coming back to India. I also applied for my GCMS notes to know the exact refusal reasons but seeing how IRCC is delaying the entire study visa process, I did not want to wait for 3-4 weeks so I quickly tweaked my SOP and reapplied within a week.

Today, I received my GCMS notes which says "Educational documents presented reflect low to low average prior scholastic history. I have concerns that applicant will be able to successfully complete the study program in Canada." I had 8 backlogs during my bachelor's but I chose not to mention them in my SOP since I wanted my SOP to portray my profile in a positive light.

However, now that I have access to this information but since I have already reapplied, How do I use this information and address the officer's concerns? Should I tweak my SOP to include this and send it to IRCC via a web form? Anything else I could do?

Any help/ suggestions would be highly appreciated

You must send another modified SOP, you should never try to hide anything rather must justify why it happened so, otherwise they'll find out as you can see they found earlier as well. So, it's better to raise a webform explaining that you had send another and this is the final version. Best!

You can reapply for a study permit. But changing your SOP still doesn't change your education background, and you'll still be refused a study permit regardless. The visa officer go by your application documents to make the decision and not your SOP.

When I reapplied, I already included a detailed SOP addressing all other factors but did not mention my backlogs. So now, Should I update the same SOP with an explanation regarding my backlogs and send it again? or should I instead write a short letter of explanation to address the previous officer's concerns and my backlogs?

what explanation would you give for the backlogs? is it very convincing ? if not take advice before complicating your application with updated SoP

I also did this and added only the part I missed instead of whole SOP, so I think it will work too. I also mentioned that I forgot to mention that particular part but realized it should be in your knowledge, so sending this information again.
