I have a friend, who has done bachelors' degree in humanities. He has received several trainings in cook. he has working experience in several good hotels (five stars) including abroad. He is willing to apply for MI4. he is excellent english and can score very good marks in IELTS. Can he be eligible under such situation.

If his/her NOC is in the MI-4 List and he has the appropriate quals & exp to make the 67 (uh, if that still exists) I don't see why he cannot.
