please advise...long wait

My timeline is

applied jan 2012
approved march 2012
I went to pick up the card in sept 2012.The officer was not satisfied with my answers. He said there will another interview and I will get a letter

In dec 2012....my file was transferred to local cic office(London)
In may 2013 i got a letter saying that an investigation is being done on my case and they told me to send the documents proving my residency
I sent the docs

In aug 2013...my ecas said.....we returned ur file to CPC. T
hey will process it in normal service period. I called the call the centre and they said my card has been sent for production

Now in Nov 2013...my ecas says.....ur card will be mailed or if QA is required it will be available for you to pick up

My question is...this time will they mail me or tell me to pick it up

I am on social assistance(ODSP) with a part time job.Will that be a problem

I am frustrated of the long wait. i am very worried. Please advise

I think if you took 6 months to get back to get your initial PR card picked up, I can see why they might 'suspect' you were not where you said you were. I mean, really? 6 months to go and pick it up?

I think they might very likely want you to come and pick it up yourself again especially after they had to send it back to do again from the initial one.

As for being on social assistance, I have no idea if that will affect it, maybe someone else has more information on that part.
