Please advise: Landing for long term, but later leaving the country

I was planning to land in Canada for the long term. However, it now appears I may get a work contract in India for a few months. So I plan to spend 2 months or so in Canada until I receive the PR card and then leave for India. I would move to Canada permanently at another time. I would only apply for SIN and not apply for any other things like Health card, getting a phone number, bank account etc.

Now, is it necessary/mandatory to mention your intentions to immigration officers when landing. i.e whether I am going to stay permanently or not?

Technically, I have NOT signed that work contract yet, so it MAY happen or may not also (in which case I may end up continuing my stay in Canada long term).

So in short, my question is this: When I am unsure of how long I may end up staying on my first visit, am I obligated to let immigration or any authorities know if I change my mind and not settle after getting the PR card? so they think/expect me to settle but I leave...

Honestly, the don't care about any of that. they will tell you that you need to fulfill residency obligations which is 730 days out of 5 years. If you are going to be in Ontario in any case you can't get health card if you stay less than 90 days. You're free to leave Canada anytime you like as long as you fulfill residency obligations.
