Planning to apply for TRV but will be applying as Caregiver later - advise pls.

We are planning to invite my sister in law to come to Canada thru TRV but she is unemployed now because she took the caregiver course and planning to come as caregiver later. The plan is to let her come here first then apply an LMO so the processing time will be shortened. Is there a possibility that she will be granted the TRV or the work permit later. Has somebody done this before?

Any suggestion on how the letter of invitation would go. I would appreciate a sample letter for a single and unemployed lady coming here to visit.
