I am wondering what this phrase means in practice.
I currently reside in Ontario and also stated on my CEC application that I would like to stay here.
What happens if I move to or work in Quebec? I currently have an open work permit, so this is not a issue for now. But my PR is still in progress.

Quebec has its own experience class program, hence individuals who are applying under CEC are asked if they plan to reside outside Quebec. Since you reside in Ontario, and should have utility, rent, job etc., to prove that, you are fine. After you get your PR, there are no restrictions to where you can work, including Quebec.
