First of all, there are no Canadian embassies inside Canada, the embassies of any country are always outside the country, otherwise, they would not have called them embassies.
Only certain categories of people can apply for the PR from within canada, not to a visa office outside canada such as;
"Live in caregiver, protected persons, some sponsorship applicants"
Only the above cases can send their applications to the immigration department inside Canada for the permanent residence, and even they have a different application form for permanent residence than the one other categories use which is called:
"In-Canada application for permanent residence":

"Application for permanent residence": (to be sent to a visa office outside canada, and already has a space provided to write the visa office requested for the processing of the application)

Anyway,
Anyone wishes to apply for the canadian PR visa other than the "In-land" above mentioned categories, has only 2 choices; either to send the application to the visa office serving his country of nationality regardless where does he live,
OR send the application to the visa office serving his country of residence.
Country of nationality: is the country of your citizenship.
Country of residence: is the country which has admitted you legally for at least one year, which is Canada in your case.
For the
FSW applications, all of them have to be sent to the CIO in canada from around the world, but in the space provided in the application form to write the visa office you selected to process your application, it has to be either one of the above mentioned choices, accompanied with a documented proof of either choice.
For the
CEC "Canadian experince class", there is no CIO stage, you send your application to either one of the above choices directly, in the canadian experince class, if the applicant wishes to send his application to the visa office serving his country of nationality, not Buffalo, the application will eventually be transfered to Buffalo from the other visa office because all the CEC applications has to be processed at Buffalo, but in this case, if there is any interview required or anything else, the visa office of your country of nationality will conduct that on behalf of Buffalo.
In short, if your stay in canada is gonna be enough until they finalize your application at Buffalo, send your application to Buffalo to avoid making the visa office of your country an intermediary between you and Buffalo and save the correspondence time.
If you are gonna leave canada soon, apply for the visa office in your country, and they will take care of everything else, and act as an intermediary between you and Buffalo.
