physical presence for citizenship

there will be a change for the physical presence of three years to four years and if so, when will it start

count is the time when I'm outside Canada with my husband, who is a Canadian citizen

The exact starting date is unknown, but probably between June 15, 2015 and July 15, 2015.

Days spent outside Canada with a Canadian-citizen spouse count for PR, but NOT for citizenship. You must be physically present in Canada for 1,095 days to qualify for citizenship.*

*a Citizenship judge currently can allow an application with fewer days to succeed, but, in practice, that is very unlikely.
