My partner (who is the applicant), got his photos for the medical exam and the 8 photos required for immigration. He went to a professional photographer (here in Germany) who is used to doing passport photos. The background behind him was plain white, as it is supposed to be, according to Appendix B, however, in the actual photos, the top of the photo is a very very light blue. He asked the photographer at the time about it, however, the man said that he took all passport photos that way, and no one had ever had a problem, and Germany is very strick about passport photo specifications.
Everything else about the photo is correct; the measurements, my partner isn't smiling in them, there is a good contrast between his face and the background etc. It is just this very light blue colour. I would simply redo them to be safe, but it cost us about 40 EUR and we're not made of money.
