Photograph requirement - CEC package

Photos must have been taken within 6 months before application submission.

Here, application submission is -

the day your are signing the application forms / dating it ?
the date of postal / courier receipt of your PR package at CIC office ?
the date of AOR issuance ?

One of my friends has submitted his application with a close margin.
Please share your thoughts.

CIC consider application submission date as the date on which PR package reached to CIC office through post or courier.
