Photo Recall for PR Cards while Away from Canada with time limit of 180 days...

Thanks in advance for taking to read my queries.

I landed in Toronto from London as permanent resident in July 2010. I stayed for 7 days, got SIN, opend the account and returned to London as I was not yet ready to move permanently which I am plannning to do in October 2011. I recently got a letter at my Canadian address that my photo was not taken correctly and I need to handin my photo personally within 180 days. I understand that I do need to apply for Travel Documents to re-enter Canada but I am worried about the time limit of 180 days (from 19 November 2010). I am unable to travel to Canada before October 2011 due to my other prior engagements. Apparently telephone number on the letter are not working from outside Canada as well. My only question is that what will happen if I am unable to handin photos within 180 days?
Any help, experiences or suggestion will be highly appreciated.

If you don't appear at the office in the 180 day period, it just means that you will have to apply for a new PR card and pay the application fee.
