photo attachment required on initial review application or not?

I am sending application to CIO in Sydney for initial review that is the Application for Permanent Residence in Canada (IMM 0008- Generic). The guideline says that the photos should not be pasted /stapled and be prepared in an envelope. However there are photo spaces on the form for the applicants. Should I paste my photo now or leave it to send later as told in guideline?
