How can I contact cic by phone or email from the United States? This is frustrating when I can't find any answers through the web.

If you are calling from outside Canada, you should dial 613.944.4000 and enter 1-1-2 to be redirected to the CIC Call Centre. Prepare to wait on hold for some time. Try calling early in the morning or use a speakerphone so you can do other things while you wait.

I believe I have but then it gets transferred somewhere and says your call cannot be completed or something along the lines of that. I don't know if you're in Canada already but have you tried calling it from outside Canada recently?
