(Philippines)RN no experience got an lmo for live in caregiver

we got a positive LMO for my sister, she's a registered nurse but no experience. I've been searching and reading different forums and found out that if you graduated as a nurse it's considered as a full-time classroom training. But my sister graduated 2010 and the training should be within 3 years.

Will her application be considered?
maybe you know someone with same situation..

she does not need a 3 years experience to come under the live-in caregiver program, you can make an additional employment certificate stating she had been working as part time nanny while going to nursing school if you wish but minimum experience is one year..
