PHILIPPINE passport holder to apply trv to canada via NY consulate

Greetings everyone...

Been doing some research but nothing seems to be related on my case..

Here's the situation:

I am going to visit my sister in New York who lives in there by next month (i already have a multiple visa and my last visit was aug 2012), We both are planning to go to Canada by land and we Do not have a definite date yet. I am actually hesitant to push through my application for TRV since There might be a delay on the processing time and I already have a plane ticket going to new york.

The question is: would it be possible for me to apply a TRV at the NY consulate? I am a Philippine passport holder., my sister is a US citizen so she doesnt need to apply for a TRV going to canada.

if you check the difference in processing times between manila and ny office, visa processing in ny is longer. also there's a notice on the canadian embassy website saying that the estimated visa processing times they have indicated might not be followed due to the on going strike of their foreign service officers. it is possible for you to apply a visa in ny but take note of the risks
