PhD candidate, applying for BC PNP, non express entry

Hello everyone. I am a PhD candidate in BC and I want to apply for BC PNP. Do I need an ECA for my undergraduate and master's degrees? I think this will not be a requirement since I am a candidate at a Canadian university. Has anyone had this experience? I want to know what you think about it.

ECA is required for the highest level of education COMPLETED. If your Master degree was done outside of Canada, then you need an ECA on it. The PhD doesn't count because it is not completed.

As others have said, you need ECA for your Masters. What stream are you applying for?

Thank you all for your responses. I actually know that since I haven't completed a PhD, my highest level is a Masters which requires an ECA. I am just not sure if ECA is a required document for PhD candidates applying non-express entry BC PNP (international post grad). I read the manual and upload some screenshots here. The document says "ECA, if applicable" in international post grad stream, and is not a required doc, but it is a requirement if i want to apply through express entry. My understanding is that this is not required in my case. So it was confusing. I want to apply asap but I know ECA takes time

You are clearly not understanding the point the your PhD is not completed. The PhD would be your only Canadian qualification and it is not done! Therefore, you have no Canadian qualification to qualify for the international student stream, unless it is a designated PhD stream. International student streams means non-Canadians who have COMPLETED studies in Canada. Stop confusing yourself, you are still in school and have no FINAL transcript, degree or diploma to show.

This is new, it was announced in november, 2022, as far as I remember

I sent them email, and they told me ECA is not a requirement for PNP, but it helps to support a rapid verification of my information. So I decided to do it. Thank you.

I agree that getting ECA may help. Maybe even further down the road, they ask you for ECA as additional request. Better to have it.
