Applied for pgwp on Sept. 19 - 2018. Still awaiting the decision. Anybody applied for pgwp on or after Sept. 19 - 2018...?

Your 90 days start from the date officially written over your completion letter or Official Transcript whichever comes first.

Rules are clear apply within 90 days of your completion letter and also having a valid study permit when applying. If this guidance not followed the application will be rejected given after all 90 days is plenty of time to have applied. Your welcome of course to try applying anyway that is your decision.

PGWP is refused only for being irresponsible towards the duty Canadian government has given to you. If you are not responsible today, how you will be responsible after they give you work permit then PR. So, be responsible towards study permit dear, this is what IRCC wants from You. Respect its conditions.
