I did a one year certificate course in 2016 and got a one year PGWP till Nov 2017.If I take another one year course will I get a PGWP after that..

No you will not given a PGWP is a one time opportunity.

If you had completed 2 one year courses back to back you could have possibly qualified for a 3 year PGWP but now you are about to complete a PGWP you should make plans to leave the country or change your status to visitor.
