PGWP with currently job in canada required LMIA+ECA

My friend is planning to apply for CEC under Express Entry. Could you please provide some advise will really help him?

Here is his scenario.


1. He is currently working as full time contractor job under NOC B more than one year.
2. Do he required LMIA for apply EE.
3. He studied two years diploma from Ontario college so do he required ECA ?

HE dont require LMIA but it will be good to have extra 600 points if he can
No he don't require ECA for Canadian degree.

even if you are on a full-time permanent job. if the hiring date is crossed 3 months then we need to follow the full procedure as below.

advertize job-bank and other 3 sites
interview canadians or pr holders if no one is suitable for this job then they can continue with you and get a +ve lmia.

all other company docs like revenue location and employees.

i guess this cant be happened because why will they remove employees already working and hire new ones..
