PGWP Study permit 90 days expiry - From day of final grade or letter of completion?

So I seem to have a bit of a situation...
Initially I was in a program major + minor with coop program, and finished all my program major requirements in 4 May 2024. But I wasn't eligible to graduate, since I still had program minor and coop requirements. Then I dropped my minor and coop requirements this week (which immediately made me eligible to graduate) and am waiting to graduate and apply for PGWP. I was still planning to continue my minor+coop requirements in May 2024, and only made the decision to switch programs to graduate now.

My issue is, when did my 90 days expiry on my study permit start? I've heard conflicting reports that its either the last grade on your unofficial transcript (regardless of if you were eligible to graduate at the time), or the date of issue of the letter of completion. I'm not sure if I've already lasped my study permit's 90 day expiry period.
