My student,
got married in India in May 2015.
Wife arrived on Spouse work permit in Mar 2016.
Filed an assault case in Apr 2016.
They are now separated, undergoing divorce. He is hoping to get divorced by May 2017.
He wants to remarry in June 2017.
He has pgwp valid upto oct 2017.
Can his new wife apply to come Canada on spousal work permit?. Esp considering the fact that old wife may be still in Canada as her initial spousal work permit is valid upto Oct 2017. She is currently in victim services and receiving assistance there. Let me know if you need further info.

His new wife can certainly apply for a spousal work permit. It's up to CIC whether that SOWP is approved. My guess is that it will probably be refused given there are only a few months left on the husband's PGWP and the quick remarriage after the divorce. The assault case obviously doesn't help matters.

However none of us here can say for certain what will happen.

I missed out to mention,

He already has a Ontario nomination based PR application under processing. Also got two years of Canada Experience. So hoping to crack PR in one way or other. The charges could be withdrawn with a peace bond. In any case, he is not inadmissable.
