I applied for my study visa in December 2019 and it was rejected with the following reasons.

  • I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the limited employment prospects in your country of residence.
  • I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on your immigration status.
  • I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the purpose of your visit.
However on March 17th, 2020 I have appealed again stating the justification against the reasons mentioned in the letter and it been approx 60 days by now and my visa application is still in process with the local embassy.

Looking at my case I will appreciate if there is a possibility that someone can guide me that what if I start studding online will I be eligible for PGWP in Canada under their new scheme to attract International students (https://www.cicnews.com/2020/05/can...a-change-for-fall-2020-0514355.html#gs.6agi4a )

You can't start your studies until after your study permit has been approved.
