Pgwp not recieved in mail

I got apprval letter for pgwp on 21 may but haven't recieved permit in mail. Can somebody help me out. Should i file lost permit?

You can ask via webform, but they will likely tell you that the permit was mailed sometime in late May.

I have sent document replacement form and paid the fees i sent documents replacement form to ottawa ircc office but i have nit received any updates from one month and trying to call them but no one answers

They are not processing paper forms/applications so ur replacement form is probably just sitting there. A doc replacement form shouldn't be necessary call or use the webform.
