PGWP extension got refusd

Hi all. My work permit expired on November 18.2022. I applied for the 18 months extension under the 2023 public policy on April 14.
IRCC issued me work authorization letter on April 5. In August 12, IRCC refused my work permit extension stating that I am ineligible because I have applied after 90 day period. The 2023 policy clearly stats that we are excempt from that 90 day restoration period. What should I do now? Please help.

I filled up the imm5710e form according to the given instructions under new policy. Also paid the required payment stated in the institution.
Can you please elaborate what do you mean by applying for restoration? Do I have to apply for something else as well other then what is given in the institution under 2023 policy?

You were required to submit a restoration application along with the PGWP application.

Restoring status
Eligible applicants who have lost their status between September 20, 2021, and December 31, 2023, must apply for an open work permit and for restoration of temporary resident status at the same time.

The 90-day restoration period is waived for eligible applicants under this public policy.
