PGWP expires trying to get new work permit/CAQ question

So I am on a PGWP which expires in a month and am currently working and want to keep working in Quebec. I'm trying to apply for a new work permit and my employer is doing an LMIA.

I am here on a French passport. I had a CAQ during my entire university years and for part of my PGWP but it expired in 2016 so therefore I don't have one anymore. I was under the impression I didn't need another CAQ for it was just for studies but called CIC and they told me I have to have one in order to apply for a new work permit with my LMIA confirmation. In any case, they told me to call Immigration Quebec about seeing what type of CAQ I need to apply for and its processing time. I proceeded to call them and the woman didn't understand why I was calling and kept telling me I didn't need a CAQ for a new work permit.. She was quite disagreeable and hung up on me and left me confused... Do I need to re-do/have a CAQ??? Or should I just proceed with my application for the work permit/LMIA?
