PGWP, CIC requesting a Letter from University. How long does it take to approve?

I applied for a PGWP after studying a MBA program on January 6th. CIC required me a Letter from the University saying that I have completed all my studies, since I uploaded the official transcript. They requiered me the letter on February 18th and I submitted the Official Degree the same day. I haven't heard anything from CIC and I called them couple of times and they told me that it is "under review" which means that it could take 16 weeks to get a response. Anyone is in the same situation?. I want to know how long it will take them to make a decision.

I just go the approval!!!!!! good luck to everyone. It took around 3 days after the due date to update the letter.
