PGWP-- BOWP-- Restore for Visitor

Hi everyone. I am now on PGWP expiring on June 15th, I am in pool not selected sitting at 465 points.. i will be applying for BOWP even if i know it will be rejected, but I need time to work on implied status..

But I need to know if my PGWP expires and i go on BOWP process, can i apply for restoration applying Visitor Visa? or should I apply for Visitor Visa before my PGWP expires??
