Hi, I did my Masters and graduated in August 2014. I have applied for my PGWP in October ( applied before the 90 days time period). My study permit expired in February 2015. Its been 7 months now and im still waiting for my work permit. My application status says it is 'open' and 'decision processing'. I have tried calling CIC and asked them to fasten my process but in vain.
My visa expired on May,30. Can I go to the border and get my permit? please help!!

No - you can't obtain a PGWP at the border.

It shouldn't be taking this long to process your PGWP. I would order your case notes to see what is going on and continue calling CIC to request status.
