PGP sponsorship - Can dependent parent land before PA parent

All,
Need your help on this. My parents got their Passports stamped for PR. However recently my father (principal applicant) is not in a position to travel. Can my mother ie dependent application on PGP sponsorship, land before my father.
I have heard that there are some exceptions for PGP applications and its not necessary that the principal applicant has to land before dependent applicant

Primary applicant must land first or with the other applicants. If your father’s health has changed since his medical you are also required to report his health changes.
