Personal belonging to follow-issue with filling PERSONAL EFFECTS ACCOUNTING DOCU

Hi all,
Myself and my sister are planing to send off our personal clothing,shoes and some books in the next couple of weeks but got an issue with filling the "PERSONAL EFFECTS ACCOUNTING DOCUMENT".

Story as follow:Our family landed in March 2011 got our PRs, me and my sister got back to europe to finish our studies. We were not thinking our personal clothing and shoes will be more than a couple of suit cases but now we figured out we got around 120 kg to freight! Anyhow at the time of our first landing we haven't filled any forms for the items to follow as explained why earlier and now I am wondering in this PERSONAL EFFECTS ACCOUNTING DOCUMENT should I put down my situation as FORMER RESIDENT (tariff item No. 9805.00.00) and tick box number 2 or should I put it down as SETTLER (tariff item No. 9807.00.00)! or maybe you got other suggestions.
Also my sister is arriving 2month earlier than me as she finished her university earlier and I am planing to send the stuff as soon as she got settled, should she be the one freighting the items or I can do it and she just goes and collect them at the customs?

The "Personal Effects Accounting Document" or B4 is counted one per family. As long as you and your sister are dependent of your parents, your family can only submit one form. Depending on your case, you may have multiple shippings. For each clearing customs, every members of the family shall attend at the local CBSA office. Prepare to provide proofs of usage at the time.

One thing is not clear to me is whether or not your parents had already submitted that document. If so, both of you cannot submit again.
