I received ITA in the latest draw. While filling the application, in the "Personal History" tab, in "Statutory Question" section there is a question -
"Have you been refused refugee status, or an immigrant or permanent resident visa (including a Certificat de sélection du Québec (CSQ) or application to the Provincial nominee Program) or visitor or temporary resident visa, to Canada or any other country?"
I had applied for FSW program in 2014 and Express entry in 2016. For FSW my application was not selected and was returned. For Express Entry in 2016, my profile became ineligible as my language test validity expired.
Considering my case, what should be the answer for this question? Does any of these mean i was refused permanent resident visa?
Any help/guidance will be much appreciated.
