Permit application or job offer first for Working Holiday Visa?

Hi.

I want to take part in this Working Holiday Visa program but I don't know how to go about it.

I want to find a job before I go to Canada but if I apply for the permit and it takes me like 3 months to find a job I will have lost 3 months from my permit time. I can't afford to get the permit,land in Canada and start looking for work there,I don't have the financial resources.

So how do I go about it? I asked at the embassy but they haven't been very clear about this.

Has anyone done this before? Any advice/information would be helpful.

1. Since you have to have $2500 to enter Canada on an IEC and insurance this is support you while you find a job. You could enter as a visitor, find a job, then go to a Border Port to activate the work permit.
