My wife's biological daughter's father is in prison and he's willing to sign the form that grants her permission to immigrate to Canada. The rules state that an English or French original must be signed and stamped in front of a Notory, which is fine. My wife figured out how to do it (she's a smart woman :) ). But since he doesn't speak any English, I'm wondering how to avoid any future complications where it might come into question if he actually fully understood what he was signing.

He obviously has good intentions for us all and is willing to sign it, but I want to cover all our bases.

Should we translate the English document into Spanish and have the translator stamp his seal on it, and then have the biological father sign both documents in front of the notory?

That sounds OK. Don't do your own translation for this, though - get a professional translator.
