in my job offer , it says that my contract will be for the duration of 4 years , non seasonal and full time .

Does the phrase " for the duration of 4 years " contradict the CIC requirement of permanent stated in the job offer letter?

Sadly, it does, IF that job is LMIA-supported and you got 600 points for it. Your reference letter from your current job has to say that it is "permanent" or "indeterminate" - that is, it has no ending date, you can keep it as long as you and your employer are happy with each other.
