Hello,
My mother became PR and entered Canada back in December 2012 (through sponsorship process).Since then she stayed outside Canada more then we have expected and now she does not meet the permanent residency requirements anymore. So she left back to her country thinking she has lost her PR status. But we just found out that's not the case, unless she explicitly gives it up or a visa officer decides otherwise. So we would like her to come back and live her last years of her life with us as I'm her only child and we don't have any family who could look after her over there.

We where told that she needs to apply for a PR Travel Document and then, once in Canada, she could apply for a PR card. My questions are:
1. Since she does not meet the permanent residency requirements, will she get the PR Travel Document anyway?
2. If she receives the PR Travel Document, is that a guarantee that she will get the PR card as well? She's 80 years old and traveling is increasingly difficult, so before flying to Canada we would like to know if she has a chance to obtain the PR again.
3. Will there be any conditions as for example, time to stay in Canada, etc once she's here and applying for PR card? If yes, what would be those requirements?

1). Her PRTD would probably refused and you would need to sponsor her for immigration by lottery.

Could you please tell me what is the "immigration by lottery"? And how is this different from the sponsorship process for a parent that we already did ?
