wrong. I never sent OWP. The first time I sent paper-based it was ok got returned due to missing documents. The second time sent documents without OWP again and now waiting AORYou can't apply on paper now. The way this specific paper application works is by sending both PR and OWP together.

How can you show IRCC that you submitted a PR application without having AOR?I found this page on canada.ca where it says that "If you have already submitted an application for permanent residence but have not yet applied for an open work permit, you can complete the work permit application. Send your completed application, along with the appropriate fee, to: ". So it seems like you can send it in paper based without the AOR if you've already applied for PR.

That does not prove you have a current PR application. It proves you sent documents, but in some cases your pr application might he returned as incomplete.
