Do you currently have a process with CIC (citizenship/PR renewal)? If no, you won't be able to acess e-CAS and change your address through that.

If you don't have a process with CIC and just want to change your address because you moved or something, then will have to call the call-center directly. CIC call center: 1(888) 242 2100

In some cases it is possible to determine who someone is just using their name and date of birth. In other cases, it is not. This happens for common names (for example) and in such cases they want fingerprints to disambiguate you from someone with similar biometric data and a criminal record.
