I have got admission into the two years programme of post graduate programme in Canada
Can i apply for permanent residency through express entry after completing one year of study ? or should i complete my studies first ?

You can apply whenever you want to. However you cannot claim points for your education in Canada until you have completed the full program. Right now you need to have 450+ points to be selected.
