Hello,

My passport is with Canadian Embassy for stamping under (Federal Skilled Worker 2014) and should arrive in a week or so. I was planning to visit Canada in January 2016; however, I was advised by a friend in Canada that "Permanent Residency Obligation" is going to change in July 2015, in which a PR holder is not allowed to stay more than 6 months out of Canada.

Thus, if I want to get around this then I have to reach Canada before July 2015 and I will be included in 3/4 years obligation rule. :'(

Is this correct?

Any suggestion will be appreciated.

Regards.

Your friend doesn't know what he's talking about. There are no upcoming changes to the PR residency obligation.

You will fall under the new citizenship rules. It doesn't matter when you become a PR - what matters is when you apply for citizenship.

Thanks Scylla. Well! my friend was so confident in his voice that left me perplexed. :-\

So, I will stick to my plan in January 2016 then.

Indeed this is part of bill/act c-24; however, it is for citizenship application only 'it seems' and PR obligation is untouched.

Just wondering that if PR obligation is staying the same then where does this 6 months/year logic fits in? Does it mean that a person arriving in Canada on 1 August 2015 can always go back and stay out of Canada for 2 or 3 years straight and still be able to apply for Citizenship under new rule. Then how authorities are going to calculate the 6 months/year rule?

Where are you seeing anything about 6 months per year?? There is nothing at all about any new rule to do with 6 months.

PR obligation and citizenship are 2 completely separate things, with their own set of rules. If you stay outside Canada for just under 3 years you can keep PR status, but then need to live in Canada 4 more years to apply for citizenship.
