Permanent residency for Quebec

Hello,

My wife and I are currently in Ontario and would like to start our process to become permanent resident. I realize that we need one year of work experience in Canada to apply for express entry, but I am trying to figure out if there is a better way for us to apply since we are both French speakers.

My situation:

- Age: 25
- Language: French (native) and English (fluent)
- Time spent in canada: 6 years (5 years studying)
- Education: Computer Science Degree from the University of British Columbia
- Status: 3 years Open work permit (post graduate work permit) have been working for 5 months now
- Currently living in Toronto, Ontario
- Passport: Tunisian

My wife:

- Age: 25
- Language: French (native) and English (fluent)
- Time spent in canada: 6 months (as a visitor)
- Education: Medical degree from Europe
- Status: received a 6 months visitor extension, and applied for a open work permit in November
- Currently living in Toronto, Ontario
- Passport: French

additional information about my wife: she is taking the exam for the medical degree equivalence, has internship lined up, and is looking to start her medical residency next year

One stumbling block you may face in applying under the Quebec program is your current location. Quebec will expect you to show proof that you have concrete plans to live in Quebec after becoming permanent residents and aren't just planning on using the Quebec program to get PR and then live elsewhere. Ideally you would relocate to Quebec now (i.e. before applying for the Quebec program). If not, you would want to show other substantial proof (e.g. having guaranteed job offers lined up in Quebec).
