Permanent Residency Application

Hello all,
I am working as a post-doc in Quebec (already for 2 years) and planning to apply for the Permanent Residency. I don`t speak French and that is why would like to do Federal applications. Just wander if it is OK and if work experience in Quebec is counted when doing Federal application?
