Permament residence traveling without PR card.

My mom dad came to canada last week and landed as permanent residence and PR card has been apllied. They had an emergency and had to go back this week. They have valid vistor visas on their passports and had travelled prior to canada on that vistor visas.
My question is would they be able to travel back to canada with valid vistor visa without PR card, as pr card takes 2-3 months to come ?
Please help if anyone had experienced same situation.

They either have to apply for PRTDs in their home country or come back via the US land border with their COPR assuming they have a US visa of course. Without a PR card or PRTD they cannot board a plane and should not rely on their TRVs still being valid when they checkin for a flight given TRVs for new PRs get voided at some point given of course they are no longer visitors but PRs.
