Hi Guys,

I need your help/advice on my situation.

I came to Montreal, Canada in January 2014 on a closed work permit to work at a company where I am still working. In January this year, I also applied for a Study permit to attend a professional course which I attend during the weekends. Hence I work full-time during the weekdays and study full-time during the weekends. My present status is of both a full time worker and a full time student. My work permit expires on January 2016 and study permit expires on January 2017.

P.S. I called CIC who informed me that I can have both my study permit and work permit and do both; as long as I am able to fulfill all the requirements.

I wish to apply for my CSQ in Quebec (through PEQ) as "skilled worker" since I fulfill all the requirements (have been working full time in skilled profession for more than 18 months and have advanced french certificate).

I wished to know if me being a full-time student too, would cause any problems in my CSQ application (which I am applying based on work experience).

I would really appreciate your help on this.

Do you meet the requirements for PEQ? If so, go ahead and apply.

Note that the CIC call centre can't/won't give correct answers for Immigration Quebec programs: completely separate systems (heck, they don't/can't even give correct answers to questions about Federal immigration programs :( ).

It's very unusual that a study permit allows full-time work. Are you sure you aren't breaching the study permit conditions?

You may find that Quebec will require you to finish your studies before accepting your application, your situation is rare/unusual enough that it's unlikely someone here can give you a definitive answer.

I've had a quick look, again, at your other posts: are you working as a research assistant (implies at an education establishment?), or for a private company?

Your repeated questions with slightly differing details are confusing an already unusual/rare situation...

If you have obtained a Certificat de sélection du Québec (CSQ - Québec selection certificate) under the Programme de l’expérience québécoise (PEQ - Québec experience program) – Québec graduate and wish to pursue your studies instead of entering the labour market, your CSQ could be revoked and you may be required to abandon your plan for permanent residence.

Keep in mind that you were issued a CSQ based on your intention to enter the labour market once you completed your study program.


So I don't think you can have study permit and apply for PR at the same time.

Althought I have heard that some people have successfully done it, I wouldn't risk it..

Thank you for looking into it. Some clarifications are below:

1. I dont have a CSQ yet. I wish to apply for it under Quebec Skilled worker experience not as a student.

2. I came to Montreal on a Worker status in January 2014 and wish to apply for my CSQ in Quebec (through PEQ) as "skilled worker" not as a student. I fulfill all the requirements (have been working full time in skilled profession for more than 18 months and have advanced french certificate).

3. I am working as a Research Assistant at a university but my research is funded by another company. In January 2015, I applied for a Study permit to attend a course which I attend during the weekends. I am not studying at the same university and the study is just a vocational certificate in residential drafting.

4. My work permit (still active) expires on January 2016 and study permit expires on January 2017.

5. I called CIC who informed me that I can have both my study permit and work permit and do both; as long as I am able to fulfill all the requirements.


I believe since I have fulfilled all the requirements as a worker in Quebec and I am applying under the worker program, me taking another course as a student should have no effect on it (it is not written anywhere). I know my condition is rare thats why I would be meeting a lawyer this week. But if you guys have some more info id appreciate it.

@Lammawich - please disregard my previous posts. Initially i posted questions on work permit assuming getting CSQ (through PEQ) wouldnt be a problem. but now it seems even getting CSQ could be tricky. I work as a research assistant at a university but funded by another private company. i have given all details in the same thread.

Thanks @Trustwithfaith. I dont have a CSQ. I came to Canada on a worker status and still maintain the status. In addition i got a study permit to attend another course. The link provided by you is applicable for people who have received their CSQ and willing to apply for PR.I dont intend to apply as a student. i have clarified details in the same thread. please check above :)

I have just a question that do you have a CAQ for you study in Quebec? If you have a CAQ issued, you can just contact with Quebec immigration for your CSQ application.
Overall understanding the situation, I can say that it wouldn't be a problem to apply for PEQ under skilled worker. Because You have got your study permit after your work permit issued and you still have your work status.

Hi Tuki,

yes I have CAQ issued by Quebec government but I am not applying for CSQ as a student but as a skilled worker. I am meeting a lawyer tomorrow or on Tuesday to get his opinion on this too. The forms and everything else is pretty much straight forward but still gonna spend some money just to get this answer :(
