Not the skilled trades though! There is a shortage of manpower in skilled trades.

^^ But isn't one of the caveats also about training Canadians? Surely a Canadian can be trained to do the trade.

Jobs that require professionals to be bilingual or trilingual are just one example.

Try training Canadians to speak several languages with a level of fluency that is needed for certain jobs. It's tough to even get them to speak both their official languages, English and French. Canadian-born people of foreign descent won't have near the same level of fluency as people raised in foreign countries.

Immaterial the only language requirements allowed for a LMIA are either English/French or both.

LMIAs are issued whenever a foreigner has a very specific set of skills that Canadians don't have. Language fluency in a language other than English or French or in both English or French for a profession that requires it could be one such skill.
