Try training Canadians to speak several languages with a level of fluency that is needed for certain jobs. It's tough to even get them to speak both their official languages, English and French. Canadian-born people of foreign descent won't have near the same level of fluency as people raised in foreign countries.
LMIAs are issued whenever a foreigner has a very specific set of skills that Canadians don't have.
