from 2014 to 2016 i worked in kuwait then by the end of the year i moved to saudi arabia.(2016).
i came from saudi arabia in 2017 ending. now i want to apply for canada under pr visa.so how can i get pcc from respective countries. when i ask pcc from kuwait and saudi, they said candidate should be available in thier country then only they can issue pcc.
but already i came back to india in nov 2017 and also i dont have valid visa for there respective countries..
please help me out to get pcc.
or it's possible to apply without pcc.

It seems that you will have to get PCC from Kuwait. If you do not have residence visa for Saudi, you can needn't submit Saudi PCC.

If you live outside of Kuwait:
You can:
- Return to Kuwait and apply in person OR ask a representative (a friend, relative or colleague) in Kuwait, with a power of attorney, to apply on your behalf (see Special notes and considerations for complete address).
- Apply at your nearest Kuwaiti Embassy or consulate.
You or your representative must bring:
- The letter from the Embassy of Canada requesting the Good Conduct Certificate
- A copy of the passport you used in Kuwait
- A copy of your old or expired resident visa in Kuwait
- Two photographs (4 × 6 cm)
- Applicable fees
Do I need to provide a Police Certificate for Express Entry?
Yes, but only
after you submit your application. When you apply for permanent residence, you will be asked to upload a police certificate. Instead, you must upload a document that states: “I am applying from a country that requires an official request letter from IRCC to get a police certificate.”
We will then review your application.
If it is otherwise complete, we will send you more information on how to get a police certificate. Please read the instructions above for more information.
We will not accept police certificates sent by mail for Express Entry applications.

If you are asked for a police certificate from Saudi Arabia, write: “I cannot provide a police certificate for the time I spent in Saudi Arabia because certificates are only available to people who have current legal residence status.”
