PCC

I'm a bit confused about PCC. I reside in a country where Im not a citizen but i have Permanent Resident status. Therefore my passport was issued by my country of citizenship. I left my country of citizenship more than 10years ago and never returned. However, I have a PCC from my country of citizenship which was issued in 2016. Can I use that PCC or should I arrange to get a new one.
