Yes - it's possible to be approved for PR without submitting a PCC for one country. (My husband was approved without submitting a PCC for one of the countries he lived in.) However you must prove that it is impossible to obtain a PCC from that country.

Thanks .how much time they took to issue visa after submitting passport.Yes i have also submitted all correspondance relating to the effort made in obtaining PCC with the embassy .Morocco

You can't compare my husband's processing time with yours. I sponsored my husband through family class and the process is completely different than FSW. My husband did not have to submit his passport. He visited the Buffalo office in person for visa issuance.
