1. Submit Your PR Application:
• If the PCC is not yet available, include a letter of explanation (LOE) in your application.
• Mention that you have already applied for the PCC and are waiting for it to be issued. Provide proof, such as:
• A copy of the PCC application receipt or confirmation.
• Any communication with the authorities regarding your PCC request.

2. Submit the PCC Later:
• Once you receive the PCC, upload it to the IRCC portal as soon as possible.
• If the IRCC requests your PCC after you’ve submitted your application, they will usually provide a deadline by which you need to submit it.
• Submitting an LOE ensures your application won’t be returned as incomplete due to the missing PCC.
• Non-Express Entry PR applications typically allow for more flexibility compared to Express Entry applications.
• Ensure you provide the PCCs for all the countries where you lived for six months or more in a row since the age of 18.
