PCC : Single country multiple cities. Where should get PCC from ?

Hi all,
I am an Indian citizen have never been outside the country. I know that PCC can be obtained through Passport Seva Kendra (PSK). I am 29 years old and lived in multiple cities after I was 18 years old. Since only one PCC is required per country, I don't know which city I should get PCC from.

Age: 0-18 City A (Home) - Passport address is in this city
Age: 18-22 City B (Studies)
Age: 22-26 City A (Back home, not working)
Age: 26 -29 City C (Working)

Currently I am staying in City C with my friends and I don't have an address proof of my stay. Is a PCC applied from my home city (City A, where I lived from age 22-26) be enough ?

NB: Haven't received ITA, hoping to get it this year with a score of 438

You can get it from any city. Pcc from psk is a national document. If you get it from the city in your passport you will get it in a couple hours or else there might be police verification.
