PCC Rule Modified?

Hi all,
I was preparing to submit my EE profile and noticed a small change in the requirements of Police Criminal Certificates on the official Canada gov website. I remember reading that you do not require one for the country of your citizenship. There is no mention of that anymore. Link

Is anyone aware of this change? It seems to me that now you require it for all relevant countries.

As far as I know, applicant and dependents above 18 required PCC from all the countries where stay was more than 6 months. This was irrespective of whether it was country of citizenship or not.
I don't know from where did you get the information that PCC from country of citizenship is not required.
